This certificate was only issued by Government-approved vets (in the UK by a Local Veterinary Inspector) for dogs and cats until 30 September 2004. Since this date, only EU pet passport are issued. The conditions for getting a certificate were that the pet must be first microchipped, then vaccinated against rabies and then blood tested and get a satisfactory test result. The certificate testifies to the identity of the pet, to the vaccination and to a satisfactory blood test result.
Other EU member states continue to allow the entry of pets with a valid PETS certificate.
When the certificate needs to be renewed, the pet owner should obtain an EU pet passport.
