The French Republic’s human rights prize: The 2006 French Republic’s human rights prize is open for applications

The French Republic’s human rights prize, call for applications

The 2006 French Republic’s human rights prize “Liberty, Equality, Fraternity” awarded by the French Prime Minister is open for applications.

1 - Non-governmental organisations, irrespective of nationality or territorial limits, should submit a field action or a project located in France or abroad bearing, according to choice, on one or other of the subjects for 2006:

Subject 1 - Combating forced disappearances

Every year throughout the world, several hundred men, women and children are the victims of forced disappearances. The systematic perpetration of disappearances constitutes a crime against humanity and violates the right to recognition of one’s legal personality, the right to freedom and personal security, and the right not to be tortured. It also violates the right to life or gravely jeopardises that right.

For this reason, the UN has drafted a convention for the protection of all persons from enforced disappearance.

Action and projects can deal with awareness-raising among governments concerned, and with programmes for protecting families, witnesses, defenders or any other assisting person. Projects may deal also with legal aid schemes, campaigns for promoting action by disappeared persons’ families, gathering testimony, and listing cases of disappearance.

Subject 2 - Social and civic education for women

Women’s participation in the life of society is one of the forces driving change. It is therefore especially important that women should receive the basic knowledge that will enable them to have a better perception of the situation around them and so contribute to the life and development of their societies. It is equally important that they should possess the vocational skills for taking full part in their countries’ civil and economic social structures. There are countries where women do not have easy access to education and training. It is hence essential to encourage associations working in this area.

Action and projects can deal with awareness-raising among governments concerned, and with programmes or plans for enabling women to enjoy their full set of rights. They could be literacy, specialised vocational training, economic micro-project aid, or civic and political education programmes directed at a feminine public in need of specific support.

2 - Five prizewinners will share the 75,000 euro prize attributed by the Prime Minister. The five next in line will be entitled to special mention. Applications must comply with the prize rules, which can be sent to you upon request. They may also be found on the website: www.commission-droits-homme.fr

3 - The application file, written in French, must include:

a) a letter of application from and signed by the president or legal head of the operative NGO,

b) a file stating the objectives of the action or project presented and describing it in detail., the file must contain an exact budget (preferably giving sums with their euro equivalents),

c) a presentation of the operative NGO (statutes, performance record, etc.),

d) the NGO’s post and bank particulars. Candidates for the prize must communicate their file in its entirety before the expiry date of 30 September 2006 to the commission general secretariat (35 rue Saint-Dominique, 75007 Paris, France), or by e-mail to: michel.forst cncdh.pm.gouv.fr

4 - the jury will announce the results on 16 November 2006. The 2006 prize will be solemnly awarded by the Prime Minister in Paris on or around 10 December 2006.
