France and Germany call for "swift headway" to be made on implementing Minsk measures

The French President and the German Chancellor spoke to the Russian President early this afternoon about the settlement of the crisis in eastern Ukraine.

They stressed to President Putin the need to make swift headway on the implementation of all the measures adopted in Minsk on 12 February.

They expressed the wish for the four working groups on political, security, economic and humanitarian issues, established on 6 May in the framework of the Trilateral Contact Group and under its authority, to come up with concrete solutions.

The separatist leaders, who are involved in these working groups, must participate in them actively and constructively.

On the political aspects, the French President and Chancellor Merkel highlighted the essential role of the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) in the preparation and observation of the forthcoming local elections in the regions under separatist control, in accordance with the Minsk Agreement. The ODIHR must, in particular, have free access to all territory controlled by the separatists.

They added that the local elections, in which the separatists must be involved, are prepared for under Ukrainian legislation.

They also called for progress to be made on full observance of the ceasefire, halting the use of heavy weapons, the release of prisoners and the re-establishment of economic relations between the area under separatist control and the rest of Ukrainian territory.

A follow-up meeting to the Minsk Process in the Normandy format will be held in Paris on 10 June 2015 at the level of deputy ministers and political directors of the foreign ministries./.
